Manure can be an economic “Win”, due to its fertility value, and a soil quality “Win”, due to its organic matter.  But it can also be a community risk, due to odors and pathogens. Our live educational programs, online courses, and resources provide science-based information on economically viable, environmentally sound manure handling systems that also comply with all regulations.

Crop Planning - Soil Testing

Regularly checking soil nutrient status by sampling and analysis should be part of one’s crop production plans regardless of whether manure use is an option. However, soil testing is especially important with manure application to insure that excessive amounts of nutrients are not accumulating in the soil.

Mortality Composting

Mortalities are an unfortunate reality for livestock operations. Whether they’re caused by disease or natural disaster, losses of livestock do occur and these mortalities must be managed responsibly. The state of Nebraska allows for disposal of dead animals via several methods including burial, rendering, incineration, composting, and landfilling.

Every livestock producer wants to keep his or her animals healthy. Healthy animals grow better, produce higher quality products, and require fewer interventions like antibiotics. In Nebraska, an inspection by an NDEQ representative will provide the final determination of whether or not a livestock or poultry operation will need a permit.

Manure storage structures are key to managing manure from animal feeding operations. The three most popular containments used in Nebraska are categorized into: manure storages, anaerobic treatment lagoons, and runoff retention structures.

Estimating Manure P App Rates

Manure phosphorus application rates should be estimated. These estimates should be based upon the most recently available information for manure nutrient concentration (manure sample) and the estimate of crop nutrient needs. Since this information is not typically available at the time of a permit application, estimating manure phosphorus application rates as part of a permit is, at best, an educated guess made without essential information.

VTS Guidance Document

Vegetative Treatment Systems for Open Lot Runoff was developed under the leadership of U.S. Department of Agriculture (USDA) Natural Resources Conservation Service (NRCS) through an Intergovernmental Personnel Act (IPA) agreement, with collaboration from representatives from several land grant universities, USDA Agriculture Research Service (ARS), U.S. Environmental Protection Agency (EPA), Iowa Department of Natural Resources, Iowa Cattlemen’s Association, and private sector representatives.

Manure Nutrient Management

Water quality protection is primary to good stewardship of our environment; and fundamental to good stewardship is application of manure and fertilizer nutrients at field-specific agronomic rates with careful consideration of timing and location. The federal Clean Air Act Amendment of 1990 (CAAA) has provisions of importance to producers of agricultural products. Although protecting air quality has inherent implications for livestock and poultry health as well as profitability, the language of air quality is derived principally from environmental regulations designed to protect public health and the use and enjoyment of private property.

Phosphorus Loss

Land application of manure can be beneficial to crop production but can result in increased risk of P loss to surface waters. When manure is applied to meet crop nitrogen needs, the amount of P applied is typically much more than the P removed in the harvest of one crop. Effective January 1, 2007, operators of large CAFOs in Nebraska need to assess the risk of P delivery to surface waters from each of their designated fields by using a P index before manure can be applied.

Contaminant Pathways

Water quality can be degraded by contaminants contained in manure, from water used at milking centers, from silage leachate, and from open lot runoff. These potential pollutants typically follow one or more possible pathways to water.

EPCRA Emissions Rule for Livestock and Poultry

On December 18, 2008, the US EPA published a final rule that clarified which livestock facilities must report air emissions from their facilities. Animal agriculture was granted an administrative exemption from reporting air emissions that normally occur from raising farm animals under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA).

Custom Manure Application

Custom Manure Applicators are becoming more commonly used by livestock producers in the state of Nebraska. While the regulations in Nebraska do not restrict the use of custom applicators or the methods that they employ, it is in their best interest to apply manure in accordance with the permit holder's nutrient management plan. It is, however, the responsibility of the permit holder (livestock producer) to make sure that happens.
